I think the paper is fine.  Just a couple typos:

	1.  References should be numbered at the end.
	    Reference 5 -- Cognitive Economy will come out as
				Rand Report N-1185
			   "COmputer" should be "Computer"

	2.  Introduction -- end of paragraph 3 should be
			       "[1,2])." rather than "[1,2].)"
			    end of paragraph 4 reads bad
			       "reason --...-- things to ..."
				get rid of "things"

	3.  Caching section -- third paragraph, second word should
				be "more" not "ore".

Suggestion:  Ijcai paper title as is -- C. E. in AI Systems
	     Rand report and journal article title -- Cognitive Economy
The titles should be different.

See you Monday.  Let's finish off journal article then.
